Thats a cavernous subject....

It could be anything from a bad line to a bad rugged drive to your cpu overheating to a bad power supply.

If the computer beep any, the beeps stingy what is particulary wrong. Look it up
Don't bother with Win 98 anymore. Upgrade to Windows XP. Win 98 is far too unstable and no longer supported by Microsoft. However, if that is to say not an option, use the Win 98 boot floppy disk and at the command prompt type FDISK/MBR that will repair the master boot journal for Win 98.
Windows setup failing (no matter what revision of Windows you are installing) is a sign of hardware failure most plausible RAM. Try using docmemory (www.simmtester.com) to check if the RAM is faulty.

BTW Don't consent to anybody pressure you into XP if you don't like it or if computer isn't nifty enough.
remove the second added hardware, or boot in not dangerous mode and uninstall the hardware.
Do the mem test piece that others suggested, there is also a better mode and longer way to fix if hardware is cause the issue: take out parts and replace near functionable parts.
