Does anyone know how to turn sour the "BOING" sound when you start up a Macintosh? Not to turn past its sell-by date the sound completely, but freshly the start up sound.

I believe it's controlled directly by your volume settings. In command to turn it off, you'd involve to mute your system. There may be some utility out there you can download that will automatically mute it and un-mute it once the system have booted. I'm sure it could easily be done using AppleScript. Google it.
I don't know if you can turn it stale completely. You can turn down the volume, F3, F4 and F5 keys, formerly shutting down your Mac, that's what I do when I don't want the chime sounding off during boot up.
